In a medium saucepan, combine 1 package of gelatin and 1 cup cream. Heat on low to medium until just boiling, set aside.
Gradually add in the rest of strawberry panna cotta ingredients. Strain and divide strawberry mixture (liquid) into 8-10 cups/moulds, about half fill of each cup. Rest cups on a 45 degree angle so the panna cotta set at an angle (use a large muffin pans).
Let it cool and set in the fridge for 4 hours.
