- In a small pan, add 1 cup of water and two of the unflavored gelatin packs
- Over low heat, whisk until the gelatin has completely dissolved. Remove from heat and whisk in the sweetened condensed milk. Then add 2/3 cup of vodka and stir well.
- Pour half of the mixture into a small microwave-safe bowl, and allow to set until you reach step 8.
- The remaining mixture in the pan is your first white layer. Pour into the bottom of the shot glasses, filling about 1/3 of the way up. When done, set them on a tray and place them into the refrigerator until the gelatin has fully set
